I've wondered for a while why only two of the three hobbit subraces are available in D&D, so I decided to do something about it. Meet the Fenpaddler Halflings!
They're based on Stoor Hobbits like Smeagol and Deagol. They're described in the books as preferring flat, marshy land and riverbanks, and they wear boots in muddy environs. Since the trait of not liking boats or rivers didn't carry over from Hobbits to Halflings, I decided to use a bit of artistic license and envisioned Fenpaddler Halflings as skilled boatmen, fishers, and basketweavers, since that lets them make a good living from the natural resources in their preferred environment.
I think it's pretty well balanced with the other two subraces. Comments are welcome.
