I found an Eldunari(The Inheritance Cycle) magic item block on the internet and want to use it as a way for my evil boss to become powerful enough to rule a nation on his own.... sound familiar?
I have added some stuff to this to make it fit my liking but would like some assistance on scaling it. I want them to do about the same thing as the books say, so I need a way to apply their strengths to a character's spellcasting.

Have you considered using them to allow upcasting? So, you could use the connection to an Eldunari to cast a 1st Level Spell at a higher level but still only using the 1st level spell slot? Would work with the idea of them being able to "apply their strengths to a character's spellcasting?
Hadn't thought of that. After thinking about it more I just made a lvl table based on the dragon age and gave the lvl value as additional modifiers. Also changed the name to draconic meaning draconic one. I think this accurately expresses the difficulty of retrieving one and power based on the age of the dragon.
My ingame measure of Wizard power (so I can describe to strength of a Wizard to the party through rumours without ruining immersion) is using Magic Missile, each spell slot level above 1st, gives an extra missile to the attack when used, so Wizards are given a "Star Rank" based on their highest level spell slot. It's not am exact level id, as 17th through 20th are the same "rank" but it's lovely flavour.
If you have a similar principle, upcasting spell slots can be a fantastic way of making something more powerful without substantially breaking the balance, they don't gain access to higher level spells than they would naturally but they get more potential use for the lower level spells
