Tuuli starts at the firecrackers, but keeps her eye on Itzmin. He is threatening her ("You don't know who you're toying with") and then calling the guards, so she changes tactics. "What, so you're somebody's puppet, too?!" she says with as much sneer as she can put into it.

Before he can answer, Itzmin crumples to the ground, unconscious.
The soldiers – more than a dozen of them – move in, drawing heavy crossbows and aiming them at Tuuli, who stands over Itzmin's body in the street. "Put your hands on your head and take two slow steps toward us," commands the lieutenant, gravely.
Tuuli raises her arms quickly. "I don't know why he collapsed! We were just talking! About the curse and the giant owl and his role in it! Honest!"She takes two careful steps towards the lieutenant. Lucky cowers on her shoulder, hiding as best he can in her hair.
(This is all true, she was not paying attention to Zartan or what he was doing!)
Aranor takes two careful steps forward and also raises his hands in a gesture of peaceful intentions.
"We only meant to ask Itzmin some questions, but he fled at the sight of us," the moon elf explains. "Probably because he blew up the entrance to his mine while we were still in it."
The soldiers lift Itzmin's sleeping form, and then manacle him.
"Itzmin del Prado is under arrest, for crimes against San Citlán enumerated by the Trecena," says the lieutenant, cooly. "If you wish to add civilian charges, you should register them at the Council's office in the morning."
Having captured their quarry, they turn and proceed to carry him off.
Combat is over.
The owl, perched on the distant building, appears agitated. It rocks back and forth.
Tuuli stands there, mouth open. “What just… um…”She watches as they haul him up and cuff him, and begin carrying him away. Then she hurries after them. “Hey! Yes, we have citizen charges or whate– and someone should keep an eye on that owl!” She points. “And, what is he under arrest for?”
"Zartan, wait! I think it wants us to follow it back to the cenote. We should see where it goes." Pax is also quite curious about what crimes Itzmin is being arrested for, but does not want to lose sight of the owl. He tries to call out to the owl, "Are you Serapio? We can help you! Show us where to go."
Walt stands in place, somewhat confused, as Itzmin is hauled away. He considers following, but he decides to stay here and try to resolve the situation with Serapio. He looks back as Zartan appears to begin casting a spell and he joins Pax in calling for him to stand down. "No, Zartan!"
If Pax and Walt succeed in stopping Zartan, Walt will attempt to communicate with the owl.
He stands beside Px and looks up and holds out the locket for the owl to see. Walt calls out "Yes, Serapio, if that's you! Please, we want to help you. Your mother, Dona Rosa loves you and she wants us to help you get through this."
"Take it up with the Council's office," replies the lieutenant to Tuuli, dismissively. "You can present your charges and requests there." The platoon, carrying Itzmin's limp body, exits the crowd through the side street they arrived through.
The rest of the party tries to approach the distant owl, following the crowd toward the cenote. But before they can get into shouting distance with it (the din of the crowd is somewhat overwhelming) or even within 90' spell range of it, the owl (a Medium-sized spotted owl) lifts off again. It flies over the cenote and onto the roof of a warehouse on the far side, where it disappears into the shadows.
The warehouse looks like it is probably accessed through one of the side streets off the main road, past the cenote.
"Uh, where is that?" Tuuli asks, skipping to keep up with the troops. She glances back towards the main thoroughfare, not wanting to lose touch with her friends. Lucky jumps off her shoulder and stays at that spot, looking towards the crowd in case anyone comes this way.
If she gets an answer, or the guards brush her off again, she will return towards the crowd, looking for the others.

Aranor nods and follows Zartan down one of the side streets, looking for an entrance to the warehouse. He does glance back at Tuuli to make sure she's okay, and the guards aren't harassing her.
Pax follows. He is much too polite to just push through the crowd and is also concerned his large bulk would hurt people if he did so. "Excuse me. Excuse me. Coming through. Sorry. I'm trying to follow a demonic owl. My apologies. Oh, nice costume, ma'am. Excuse me." As he passes the cenote, he looks down into it, curious that the owl would choose to alight on a spot so close to it. Approaching the warehouse, he looks around carefully, also looking for an entrance but also if there may be any inhabitants.
"City Square," replies one of the soldiers to Tuuli, curtly, as they march away. "Opens at noon tomorrow." As they depart you can hear Itzmin awaken with a start. "Where am I? What happened? Where are you taking me?" But she doesn't hear their reply.
The party moves through the rowdy crowd and an eerie group of spectral dancers, and past the cenote once again. It's dark and deep, but you can see the two campfires at the bottom, and a few figures surrounding them. Little seems to have changed down there since you left it.
But the owl has vanished in the vicinity of the warehouse on the far side. Turning at the next alley after the cenote, you can see it leads directly to the warehouse block, past some run-down tenements. A large religious procession blocks the way; they are performing a ritual of some sort in the alley. Further past them, you see an older man in a mask, staggering, perhaps having had too much to drink. Fireworks pop behind you.
Tuuli jogs back to the street, then heads towards the party, scooping Lucky up along the way. She arrives, a little breathless, cat in her arms, hair blowing. "Huff huff. So, it looks like he got arrested for real. If he doesn't get sprung overnight, the council building where we can find out more opens at noon tomorrow."
"What're we doing here?" She eyes the religious experience going on ahead of the group.

Icarus responds - "The owl went that way, I think into that warehouse." He takes his little bat out and sends her to scout for the owl while keeping out of sight.
Pax moves forward towards the people performing the religious ceremony, and also the apparently drunk old man, both curious about which religion they are praying to and whether the old man is hurt and needs assistance. He first hopes to get a look at what they are doing as he does not wish to interrupt. If there is anyone in the procession with whom he could speak, he asks, "Good evening. I am sorry to interrupt. But to which deity do you pay fealty? I am most curious. Also, is that man over there alright?"
Bendrak takes off at a run toward the owl's warehouse, relieved that the guards don't seem to be interested in his friends. He won't enter until the group arrives, but he is intent on keeping an eye on the owl.
