I am not opposed per se, but I think we should get our story in order, including calculated facts and falsehoods, to test our hypothesis that he is the same “elf” we saw in the hills observing our actions at the giant’s lair.
As for taking his stuff, I am concerned that he could be connected to a powerful nefarious organization that would be offended if we took his stuff.

I think if it was his backpack he would have said as much and asked for his property back. He would figure he'd have a decent chance since we are known do-gooders. I suspect that he was stalking the person carrying it, but the Manticore got it first.
Perhaps we could find out who the backpack belonged you from him? It might give us a clue.

You all gather your things and head out into the early evening to speak with this Halind Saltwell at the Mellow Monk. Yillow gives you directions to the Inn. Nothing is far in Granitestead. The walk in the cool night air is refreshing. Lanterns are lit to illuminate the main streets and the people of the town are moving indoors leaving the streets mostly empty. The Mellow Monk is only a few minutes away near a market square. You see Halind taking with a young dwarf behind the inn where the stables are located. He sees you approach and turns to greet you, "Ah, you have come. Perhaps more interested in making a deal than you initially indicated?"
Starker speaks up and delivers his thoughts in his usual very direct manner.
Halind listens and his face remains passive for a moment as he seems to consider. He takes a step backwards from Starker and....changes. Standing before you is a drow elf wearing leather armor and a dark clothing. A rapier is in his previously concealed hand as he draws a hand crossbow from his hip. "I agree, human. The time has come to drop pretenses." You see several figures move out of shadows and from behind buildings as he says this. To his back is a huge female half-orc carrying a great axe grinning fiercely. You believe you see someone behind her, but he remains well concealed. Behind you are two humans. One in a chain shirt wielding a rapier and a short sword, the other has no armor and is armed with a spear.
Halind continues, "There is no need for this to be ugly. Hand over the book and you can go in peace." He states this calmly looking Starker in the eye. "Oh, and we are going to need Trolkarl Ravenshield to come with us as well."

if we go into battle and Starker has an early action, and if, as I guess, there are several bad guys in a 15’ cone from Starker’s mouth, bonus action cast Dragon’s Breath (fire) and then action spit a 15’ cone-o-fire where it’ll hit the most bad guys and no good guys.

Got into map. If we go the fire breathing path of the logic tree, then take a 5’ step toward drow so as to get 0.5orc in cone. ((Geometry doesn’t work. Scratch firebreathing. Cue mage armor and getting in the crook of the party’s ‘L” as shown))
The unarmored man approaches and lets loose with a dart at Chadwick, missing. To Hit = 9. The dart flies by Chadwick and hits the wall of the building beside him, then explodes into a bolt of lightning. A small smoldering hole is created in the wall of the Inn.
Chadwick’s target is Dodging, so advantage and disadvantage cancel out. His lucerne hammer deals a solid blow, injuring his opponent. The man stoically presses on in his attack.
A leather armor clad half-orc is revealed by n the shadows fining his hand crossbow at Chadwick, To Hit = 16,15. His stout armor stops the bolt.
Starker casts Mage Armor and retreats behind the metal-clad types.
