I think it’s best with one hit point to take a short rest and spend some hit die (I don’t think any of us have any healing abilities/spells). He just wants to get things shut up well enough that the rats don’t double back and pick them off while they’re resting.
William, to barricade the doors and windows, (which is what I think you want to do) you have to tell me how exactly you plan to do that. Based on that I may or may not ask for rolls or tell you can/can't do it for some reason.
I’m looking around the room for tables and chairs. The tables I want to prop up against the windows and the chairs prop under the door handles (if the open in).
William finds what he's looking for and so has no problem in barricading the place. While searching however, he encounters a grisly sight. The remains of the innkeeper lie behind the bar table. The corpse is so mangled that, were it not for the clothes and the height, it would be impossible to identify the corpse.
Chives tries to remain upbeat, but finds it difficult in the face of such a tragedy. "Yeah, Joben, that sounds like a smart idea! Let's do that!"

“Yes, but we’re going to need to be super quiet to get around all the rats without ending up like...” William nods his head in the direction of the inkeeper.
You guys can have a short rest and recover some HP without hassle. However, I would like to remind you that you guys still don't have much in the way of supplies.

OOC: I feel like there’s something in particular that we’re missing that you’re trying to point us to. Any way we could make a roll to see if our characters realize/remember something they’re missing or something they see in the bar that might be of use?
You look around and were looking fine. However, you accidentally knock over a bottle of... something and it shatters with a crack and releases alcohol fumes that gets into your eyes and blinds you temporarily.
OOC: I'm just saying that you literally have some junk as weapons and no armor to speak off... and there is a literal army of CR0 monsters running amok in the town. About the roll, just say what you want to do exactly and I will ask for a roll.
And I'm waiting on Joben and Chives to roll Short rest hit die or do something... or say that they do nothing at the moment.

Hit Die: 5
Chives looks about herself, seeing her injured and ragged companions. "Maybe this time we should try to be more prepared."

After his rest, William looks around for a small round table. If there's one available, He'll use his ax to break off the legs and put to slits through it. He'll then look to see if the barkeep was wearing a belt he could use as a leather strap, making a makeshift wooden shield. Is that possible?

William looks around for some liquor around the tavern bar.
Perception: 5
If he finds some:
“Obviously, we don’t want to burn the village down, but what do you guys think about making some Molotov cocktails out of some of those liquor bottles. A little fire might work better for dealing with swarms of those rats?”

“Oh gods,” William turns away in disgust.

So um... feel free come up with a plan and let me know when you're ready to do something and I will ask for relevant rolls.

It is possible. You have to roll DEX check.
Alternatively, you can roll with a woodworker's tools if you have proficiency and if you have access to it.
Dex: 14
You manage to make an improvised shield.
Does Joben and Chives do anything?
Joben, to make the torches roll either DEX or SoH
