Currently, they’re trying to get away from the nasty little beasts while fighting back by desperately kicking, stomping and swating at them. Two groups of onlookers have formed at either side, but for the most part, all they can do is watch helplessly as their fellow townsfolk are being bitten and bloodied be the aggressive vermin.
Given that the rats are engaged with that small group about 20 feet away, they don’t pay any attention to you at the moment. So, you can go ahead and post your actions and combat rolls.

As Chrys sees the rats tearing into the terrified victims, she grits her teeth and pulls out Due Process, her hands tightening on the grip. "We gotta break 'em up an' get those people outta there!" Knowing that Silver, too, has trained with guards, she doesn't volunteer any further tactical instructions and instead veers off towards the left side of the massed group, aiming at the nearest rat menacing one of the people and smashing her warhammer down towards its body.
It's an easy hit for Chrys, and with nothing but a set of tiny bones to protect it against the harsh judgement of Due Process, the rat is smashed to a liquefied pulp. A splash of blood and other unsavory rat bits now coat the bottom of the hammer, and some of it splatters up on her armor and also dots a couple of the terrified townsfolk with red splotches.
However, her kill effectively frees an older man who had been fighting for his life, and and he flees towards the people who are watching at the perimeter and practically falls into their arms, while clutching at the nasty bites on his lower legs.

As Krackle burst from the inn, he would hold his clawed hand up to his mouth in shock. "Stop! Leave then alone" He would shout at the rats as the tip of his staff began to glow and his voice began to change. The kobold would unknowingly cast Speak with Animals as he continued to plead with the rats. "Please leave the people alone! I promise to feed each of you lots if food if you please just leave the villagers alone!" As the kobold shouted towards the furry enemies, his words were transformed into squeaks as he tried to convince then to stop their assault.
Amid the commotion of stamping feet, slamming hammers and a cacaphony of screams and yells, Krackle’s already unusual voice shifts to an even more odd, high pitched timbre of squeals and squeaks. It seems like a couple of rats turn their heads to face the kobold, but the others keep up with their aggressive biting as they scurry about.

Krackle, although the rats can hear and understand you, they’re still vary simply minded creatures, and so they have very limited capacity for communication. Still, through your Druidic magic, you are at least able to discern the basic gist of what the two rats are saying.
“No want food... get away. Escape. Big things dangerous... Fight for our lives... Fleeing... Big thing kept us in cages... hurt us... we scared of big things... they hurt and kill us!”
Lumen bursts out of the door and tries to take in the chaos. "Monsters in a city like this?"he says to himself. He takes a bit too long to get out the door, and darts toward the rat acting most aggressively toward the townsfolk. His large longsword flashes out and he tries to beat back the rat from its victim with the blade.
Attack: 18 Damage: 10
He will use his bonus action to inspire Chrys with a whistling sound that could easily be coming from pan pipes from a PIE-ed Piper. "Smoosh the raaaat, make it a gooey cream of tartar, for you and for me, and the entire town of... Yartar"he blinks in self-awareness. "Still working on it."
Striding towards the fray, Silver draws his sword and easily slices the second most rat at the left side of the pack to a quick death, allowing the next person to flee to safety.
With a few arcane words and hand motions, Vesper sends three glowing bolts of magical force towards the next rat in the group. They slam into the creature's body, instantly killing it.
As Krackle attempts to speak with the little creatures, it would seem as if a couple of them at the far right side of the pack turn their heads his way and emit a series of high pitched squeaks. However, they do not flee, and instead remain with the rest of their pack as they continue to aggressively scurry about. And yes, since you're clearly with the group of adventurers who are obviously intervening and trying to save these people from the pack of rats, you are indeed seen as an ally by the three remaining people who are still caught up with the rat pack.
Lumen also draws his sword and approaches to try and help, while singing his funny little rat song. He easily cleaves a rat that was clinging to the bloody leg of one of the townsfolk. As soon as it falls off, the person quickly flees to safety.
Even with half of their numbers now slashed and smashed to bits, the remaining rats continue to attack in an annoying frenzy. One of them scurries forward and tries to bite Silver Attack: 10 Damage: 5, while the other two turn towards Lumen, clawing and biting at his legs with razor sharp claws and teeth. Attack: 20 Damage: 5 and Attack: 24 Damage: 8. It suddenly occurs to Lumen that trying to defend against more than one of these creatures at the same time proves more difficult than he might have thought.
He sustains deep punctures to his right leg and experiences severe blood loss in a very short amount of time. He drops to the ground, but his relentless endurance keeps him from going unconscious. (He's down to 1 hp.)
Suddenly, a young boy comes rushing up the street and breaks through the people who are gathered at the edge of the fight. He appears to be in his mid teens, and dressed in a dull red robe and tan trousers. He stops short of the battle and cries out, "There they are.... No!!!!!!"
"Get out of here rats! We didn't do anything to you! Run to the forest if you want to live!" Krackle would shout in anger to any of the rats that would listen as Lumen is savagly attacked. The tiny kobold woudl clench is fist as flames appeared around the kobolds clawed hand. "Get away from him!" he would shout once more as he heaved to ball of fire as hard as his scrawny arms would allow towards the half-orc. The flame would streak through the air towards the last rat to bite Lumen as the tiny kobold breathed heavily as he feels anger build inside of himself.

Turning around, Chrys sees Lumen go down and forces her way over. Silver is also tussling with one of the rats, but the blood pouring out of the bard's leg makes her eyes widen. "Ya just love gettin' into trouble, don'tcha boy?"she yells at him as she brings her hammer down again on one of the rats near Lumen.
Once again, Due Process slams down onto one of the two rats that had just attacked her half-orc companion and crushes it into a messy red pulp. So, as of right now, there is one rat still next to Lumen and one that's currently engaged with Silver about 10 feet away.
Watching the mayhem, the boy in the red robe gasps and says, "Oh dear... I'm so sorry!! I never thought...."
OOC: Since Silver is fighting his own rat, I'll go slightly out of order and resolve the actions that involve the remaining rat that's next to Lumen.

A second later, Krackle squeaks a command at the tiny creature and hurls his own fire at the rat. Again, the effect singes the creature's fur even more, causing a putrid odor of burning hair to fill the air, and after hearing Krackle's final plea, the rat turns and scurries away, disappearing into a small shadowed crevice at the edge of the street. As it runs away, Krackle thinks that he hears the thing squeak out, "OK, OK..I run!!!"
When the last rat runs away, Krakle would look to the badly wounded Lumen. The anger inside would turn to fear for the half-orc's well-being as he quickly hops towards his companion. "Here! Let me help! I can help!" The kobold would shout as he placed his tiny clawed hands directly on top of the fresh wounds. Krackle's hands would flash for just a second as he cast cure wounds on his new friend.

"I'm a helper.." Krackle would say breathing heavily while looking up to his companions. He would then focus on the boy running their way.
"That.... could have gone better," Lumen says when his eyes open, and he goes to pull together his leg. He's quite embarrassed to have been so viciously taken down by giant rats in a city, when he survived battles much fiercer in the mountains. Truth be told, those usually involved him staying a little ways away from the thickest action.
When Krackle heals his legs and the blood stops flowing, he beams. "Yes. You are a big helper. Thank you, my little friend. What were those?"
He tries to get up and needs some help but then he tries to take stock of the approaching boy and casts a wary glance at where the other rat went.

Between the brutally effieicnt tag team of Silver and Chrys and their two formidable weapons, the last remaining rat has no chance for survival. It too is quickly sliced and crushed into a chunky purée of blood and fur. The other one is long gone by now, having scampered off into the shadows.
Answering Chrys, the boy says, “Yes, m’lady... um...madam warrior. Well... I wasn’t exactly chasing them... more like looking. When I realized they were gone, I went out to see if I could find them. I didn’t know they would hurt anybody, and I’m so sorry...I feel terrible that they caused so much trouble and scared everyone. Is your friend ok?”
”And they weren’t pets, they were for my master’s research... for his experiments.”
By your guess, you would surmise that he’s telling the truth. He does appear to be genuinely sorry for what has happened.
