I don't see why not. It does say the item can have a GP value - which is capped at 20x your Bard level. So at most you can make a 400 GP spell component at level 20 which I wouldn't say is OP at all. Not only that but you can only do it once per day unless you spend a spell slot of 2nd level or higher per extra use - and you can only have one active at a time.

True, until you reach 14th level and you are no longer restricted by gold cost and you create up to CHA modifier items.
Meh. By 14th level most every character will be OP in one way or another anyway - and most groups would have vast amounts of gold from Dragon hoards and such. In the grand scheme of things - it's not going to be that big of a deal.
Can College of Creation make spell components?
I feel this is probably DM's discretion, but depending on the answer then College of Creation is either OP as all hell or kind of meh.

I'm not a fan of using temporarily conjured objects as costly spell components, so I wouldn't allow it. Your DM (or you) may.
There isn't anything RAW preventing it, especially since the feature says they have a GP value.
