I have a clarification question about this ability, it says to use it you have to be within 30 feet of a bonded creature, but it doesn't state whether not being within 30 feet means the effect is removed permanently from you, or just rendered inactive until you come back within range of a bonded creature, does anyone know which it is supposed to be?
Emboldening Bond
You can forge an empowering bond among people who are at peace with one another. As an action, you choose a number of willing creatures within 30 feet of you (this can include yourself) equal to your proficiency bonus. You create a magical bond among them for 10 minutes or until you use this feature again. While any bonded creature is within 30 feet of another, the creature can roll a d4 and add the number rolled to an attack roll, an ability check, or a saving throw it makes. Each creature can add the d4 no more than once per turn.
You can use this feature a number of times equal to your proficiency bonus, and you regain all expended uses when you finish a long rest.
Effects in 5e do what they say they do. In this case, the ability kicks in when you are within 30' of another bonded individual. It only needs to be at least one other bonded creature. The effect lasts for 10 minutes or until you use it again. There is nothing in the text about it ending early or ending if a creature moves out of range so it does not end due to these effects. In fact, if the cleric is knocked unconsious or killed the bond still continues for the 10 minutes since the ONLY ways it ends are when the 10 minutes are up or you use it again.
P.S. As another example, this means that bonded creatures can use the d4 on death saving throws if there is at least one other bonded creature within 30' - and that includes the cleric that used the ability if they happen to be knocked out.

Just to be clear, the player can add a d4 to ONE attack OR skill OR saving roll EVERY round for 10 minutes, right?
I think that the question in the OP is concerning the use of the word "while" in the description. IF it had instead said "when any bonded creature is within 30 feet of another, the creature can [do the special thing]" OR "whenever any bonded creature is within 30 feet of another, the creature can [do the special thing]" then it would have been a lot more clear that the effect does not end upon getting out of range with each other. But, because it says "while any bonded creature . . ." it could imply that the effect remains while the condition continues to be met, ending as soon as that condition is no longer met. That might not be the intention but it could be a valid interpretation of the RAW.
Right, but since each player only gets one turn per round, I was treating turn and round as equal from a player PoV.
For example, a fighter with the bond could add a d4 to his attack roll in his turn 1, and then to a saving roll in his next turn, then another attack roll in his third turn, right? As long as he is only using the d4 once per turn for the next 10 minutes. Right?
The point I'm trying to make is this seems like a very potent buff for as many people as the cleric has proficiency. Or, am I missing something?

But that is incorrect. If you have abilities that lets you act on someone else's turn (like reactions) then those can benefit. And savingthrows usually takes place in response to something someone else has done. So it's fairly likely that you will be able to use it several times per round.
Ok, so it can potentially be used more than once per round, and it can be used for potentially 100 rounds (10 rounds/ min × 10 min duration = 100 rounds), right? Not that combat will last 100 rounds.

Thanks. This clarification further solidifies opinion that Emboldening Bond is a very powerful buff. Multiple people, flexible and frequent and nearly unlimited usage.
It cannot as the text explicitly states. '. Each creature can add the d4 no more than once per turn.' and each character gets one turn per complete initiative cycle without regard to how many rounds may occur.

Something usable once per turn is usable as many time as there are turns in a round, unless specifically limited to your turn or a number of times in a round. Sneak Attack is a prime example.

Effects that end when out of range say so (they are pretty rare).
Witch bolt is the go-to example, I think. One of the several reasons why it isn't as good as it might look to a new player.
Relevantly to this question, witch bolt makes it very clear what exceeding the range does.

That's right since a round is 6 seconds.
