So, Dash is really an Action, not a form of Movement?
It's an action that doesn't move you anywhere, it only increase youvement you can make when you move. If you Ready an Action: Dash for exemple, when taking your reaction you will go nowhere.
An incapacitated rogue can move, then bonus action dash.
That sounds wrong.

You choose when to take a bonus action during your turn, unless the bonus action’s timing is specified, and anything that deprives you of your ability to take actions also prevents you from taking a bonus action.

Yup, classic example of something that causes the target to be Incapacitated is Tasha's Hideous Laughter.
Though of course if you are under the effect's of hidious laughter your only movement option is to crawl so each foot of movement costs an extra foot.
Being incapacitated only affect your ability to act or react, movement is unrestricted.

Right movement isn't an action and Dash isn't movement. Dash just increases your maximum movement by your speed.
