My concern is fairly straight forward. How can I get my Eldritch Knight (without multiclassing to Wizard specifically, Sorcerer is fine) access to a 5th level spell slot. I want to add Steel Wind Strike to my repertoire, but finding it near impossible. Is their a feat or leveling option available that gains this? Is there an equipment (non-homebrew) that would allow consistent access.
As a note, there are no wizards, warlocks, or sorcerers in our party.
10 levels of bard. I guess college of swords would be good.
Honestly, wizard would be best, since it gets it in only 9 levels.
Eldritch knight is not designed to rely on spells. All its subclass features conflict with its main class features. It kind of works best as an anti-caster class with shield, magic missile, counterspell, etc. It is the best way to avoid pretending to be 1/3rd you actual level...
I am a little confused as to why you want this spell other than maybe for the flavor of it.
The mechanical problem that I see with Steel Wind Strike is that it calls for you to make Melee Spell Attacks rather than Melee Weapon Attacks. This means you would be using your spellcasting modifier rather than your Strength or Dexterity. If you are okay with that then I feel you could speak with your DM and reflavor something like Vitriolic Sphere or Lightning Bolt to achieve a similar effect.
Steel wind strike is only available on the Ranger and Wizard spell lists ... the only other way to get it is via magical secrets as a bard. There is no other option to get access to the spell as far as I know other than multiclassing and homebrew.
Multiclass options would be EK 11/Wizard 9 - probably the best option if you really have to have that spell but depending on how you level up the character you won't have it until level 12 and more likely at least 14 if you go with EK 5 first. Or Ranger 17/EK 3 - which is mostly a ranger and has little to do with EK. Last option would be EK 10/ Bard 10 since bard can pick up a level 5 spell via magical secrets at level 10.
I'd talk to your DM about a homebrewed magic item if the spell seems that important to the character concept because I don't see any other way for an EK to have access to the spell.
Yes, the Eldritch Knight cannot cast spells higher than 4th level. The only way you could access 5th-level spells would be to take a bunch of levels into a more potent spellcaster, such as Wizard.
Yeah, I agree. And, to be honest, if you're taking 9 levels into wizard you should probably just give up your eldritch dreams. If you really do want that feature though, I'd personally take bard for swords and additional hit points, as well as charisma for intimidation. Plus, it's not too bad; you also get green flame blade to keep you happy at all times, even when out of slots. Alternatively, you could switch entirely to a college of swords bard in order to be more focused in bard. This is also pretty good, you just have to learn how to divide and conquer. (this is getting a little bit run-off-y but I think that's how you should play college of swords. Not that it's very connected to this)

Technically you could cast steel wind strike 3 times if you find a ring of 3 wishes , but it would not be optimal strategy!

Or build a bladesinger instead, since they're wizards. If you still want some melee power, take levels in fighter or another martial class.
