I was wondering how to enchant a set of handcuffs with the charm person spell and I know it takes resources and time for enchanting items. what resources would I need in order to enchant the handcuffs with the charm person spell?
You would use the same resources as the spell components (or gold equivalent) multiplied by the time invested (cast once per day for one week per rarity of the magic item).
Now this is per the core books, I believe Xanthars has a different approach to enchanting that may alter the resource/cost.
Xanathar's instead asks for exotic ingredients, which come from monsters of CR relating to the rarity of the magic item. Xanathar's recommends the DM select a monster that 'makes sense' with the item trying to be created.
I imagine to put a spell into an object the original rules fare better, Xanathar's are much better for non-spell effect magic items.

I’m looking for it because I want to enchant items but my DM has been going off of spell scroll scribing which puts me at wasting an entire workweek for a simple 3rd level spell which is simply impossible at the average pace we go between traveling and what not. There is minimal down time, which I like, it keeps it interesting but this leaves no time for enchanting and what not. And if you go off of creating a magic item in the DMG you determine its rarity by level which would put a 3rd level at uncommon. At this point you have the cost 500 gd and u can only work in 25 gd increments per day. Which would still take about 20 full days (4 work weeks) which is doable. Then you get to higher level spells which I want to enchant a sword to cast shadow Blade at the 7th level once or twice per day and now you’re looking at a very rare item, understandably, costing 50,000 gd and taking 2,000 days or roughly 5 and a half years of in game time. At that point you might as well be told it can’t be done in the books. You can become a god in the span of a year and cast multiple wish spells encountering the most angelic beings of the unknown but u want this mundane item to cast a spell of higher than 5th level? Nope that’s going to take 5 years to do. And between these two rules scribing the scroll rule works out best for higher levels because it’ll only take 16 work weeks but that’s still unreasonable because now you’re going to straight up impede the fun for everyone around u that wants to get to the story or fight the big bad or what not and by the time u finish they’ve leveled up several times and probably completed the campaign.
An item with a 3rd-level spell attached would constitute an Uncommon Item. That should cost your character approximately 500gp, and around 20 days to construct.

I tried to recreate Grog’s Chain of Returning from Critical Role, but the mechanics were mostly text, so I went a different rout. I also tried to create a magic attachment to go on the end of a crossbow and you could attach any dagger (even a magic one) and as long as you were holding the crossbow, the attached dagger counts as wielded without having to deal with the particulars of the action economy.
My point is it’s going to be mostly text. Let me ask you a question: to what end would you want to turn a pair of Immovable Rods into nunchucks? It seems, at least IMHO a hat having your weapon freeze in mid attack is a feature I might find limited uses.
I’m not saying you have a bad idea, or that you shouldn’t do it. All I am trying to do impress upon you how important it will be for you to be as clear and unambiguous as possible while still being inclusive. Modifiers and such make things easy, but you won’t have that luxury.

I had a cool idea from this guy's post to use it as like immovable infinite rope swing so throw one up in the air activate it swing the other one to the same height in front of the other one and activate it and deactivate the one behind and repeat could probably try and swing it higher as well and basically just fly especially if you can control the rope with animate rope would probably make it pretty easy.
I am new to D&D and just started my first campaign and want to enchant some thing that can give a friend that is a bards duck the ability to grow really big like 35 feet tall

Well, the only magic item I know of that can do that is a potion of giant size, and it’s only good the once. That’s a legendary item, so you pro’ly won’t be able to make it, legendary items are typically stuff you find, not stuff you make. And even if you could make one, it would cost you tens of thousands of gp.
If your willing to go smaller, say maybe 12 feet (which is still pretty big), then you could enchant something with the enlarge/reduce spell. That would be a lot more feasible, and even something they could use once per day, and still be way cheaper.
Either way, ask your DM what you would have to do to make one, there are no set rules for that, only guidelines, so it’s really gonna be up to them.
I personally like to ask my players how they would do it with the stipulation that they need to choose a suitably magical method and the item is more powerful the more difficult/ powerful the things that go into it.

Maybe they attempt to forge it from scratch using their own magic with a method like using dragon's breath to forge metal while breathing the spell into it in draconic. Maybe they use the vocal cords of a siren or get it blessed by a fey.
You get the idea its just magic stuff + crafting. There's the xanathars rules for what cr monster should be required to make what item rarity so I base the result off that and then use the misc properties table from the dmg to add things like the draconic crafted effect ect...
You can not throw the immovable rod then activate it from a distance. You have to touch it to activate it.
But with two you can make a neat climbing apparatus.
Tie a short length of rope to one rod and tie a loop in the other end of the rope for your foot. Approximately the length from your shoulder to the ground. Do the same thing on the second rod. Put a foot in each loop. Then knee up rod up, then the other side/rod. Use them like an infinite climbing ascender. When you get tired just tie a hammock between them and take a nap. You could even tie your climbing harness to each rod so you have almost no chance of falling.
But just to immobilize someone for a round or two a simple bola would work.

Or, you know, use them like bolas. If you wrap someone in them, and then freeze the rods, they are essentially paralyzed.
