I was wondering the same question for a while. When you look only at the damage number, it seems to be the most damaging AoE spell in the game. But as I was reading the other spells, I realized they all have something more. Adding a condition to the targets, covering more area, adding some extra utility... Fireball is just damage. Nothing more, nothing less. If it was doing the same amount of damage as every other spell, then it would be useless compared to them.

Yeah, and in that way it's analogous to Fire Bolt, which does slightly more damage than most of the other damage cantrips but doesn't have any other special effects to it. Fire ain't fancy, I guess.
