Hello, mates! I have a question for you, I am new to D&D so ranger's bear with me.
I have a Fighter Archer that uses Sharpshooter. I can use all the help I can get to get that -5 to hit (yeah yeah, boosting ASI Dexterity).
For the Luck Feat, the dice roll seems pretty straight forward "You can choose to spend luck points after you roll the die, but before the outcome is determined." That sounds like I need to roll a Luck Dice before the DM says if it hits or misses, right?
For Precision, I am not as sure. It says, "When you make a weapon attack roll, you can expend one superiority die to add it to the roll before or after the roll but before any effects are applied." Now, does that mean I can wait to see if it hits or misses, then choose to use a Superiority Dice? Or is it just like Luck (with a d8 and not a d20)?
Who has a high Intelligence score who can help me? Thank you!
Based on the wording, you can apply precision strike after being told you missed. RAW it just has to be before you roll damage, which you usually wouldn't for a miss... (You might want to ask your DM if they are going to rule that differently before hand).

Exactly. Lucky is best used when rolling at disadvantage (to mitigate impact of lowest roll), or to overwrite a natural 1 in a crucial moment.

You have to declare Sharpshooter before making an attack roll. And, if you think using Precision Attack "almost guarantees" a hit ... well, I think I need some of that luck juice you're drinking.
Generally, on my Archer BM Fighter, I reserve the Sharpshooter "power shot" ability for when I have advantage, or against foes with low AC, or when I'm not super worried about missing against a weak enemy (like a low-CR minion I could 1-shot).

I would not call the DM telling you whether the attack hits or misses "applying an effect." I would rule that you can wait to see which it is.
