a bonus equal to proficiency is not actually proficiency. They’ve done this with a few other features and it works fine.
I see two possible problems with this approach. First is that RA would need the same change. The second is that it is not a typed bonus and so could combine with other bonuses in unintended ways, such as RA and JOAT stacking on the same Dex or Strength check.
As for the Sage Advice that makes RAI clear. And honestly RAW works depending on the order in which you check their conditions. If you check RT before RA or JOAT, as described in Sage Advice, then you get the intended behavior. If you check RA or JOAT before RT then you get RT working with a skill you are not proficient in.
Don't check for each in sequence, instead check just one thing: When you make the roll, do you have proficiency? If yes, RT applies. If no, JOAT/RA applies.

Remarkable athlete and jack of all trades stacking wouldn’t really matter. A 7 champion/2+ bard multiclass would be weak regardless of if they get to add what’s basically proficiency or less to dexterity and strength checks. Yea it would seem to be unintended, but that doesn’t means it’s powerful.

Adding half your proficiency bonus is not the same as adding your proficiency bonus.
They do not stack and are not intended to stack.
Reliable talent works on things your proficient in typically(because you add your proficiency bonus). Jack of all trade works on things your not.
Otherwise JoAT would work with expertise and its not intended to either.
