This is because the description says "... into a humanoid or beast that has a challenge rating no higher than its own"
I'd like to add that in the 2024 MM, it's a spell. For example, for an Adult Gold Dragon:
At Will: Detect Magic, Guiding Bolt (level 2 version), Shapechange (Beast or Humanoid form only, no Temporary Hit Points gained from the spell, and no Concentration or Temporary Hit Points required to maintain the spell)
If there is a CR rating for PC builds, I am curious what it is....

AFAIK, there has never been guidance on CR's for PC builds. I am skeptical that they would start now.
