As far as my under standing of the rules go expertise don't stack but if you are a bard 3 and draconic sorcerer 1
Bards as they do get expertise on 2 skills of their choice if you are already proficient and draconic blood line gets "'whenever you make a Charisma check when interacting with dragons, your proficiency bonus is doubled if it applies to the check."
so in this hypothetical situation where a pc gets to talk to a dragon does that mean a Pc with + (+3) Cha + expertise on persuasion + the draconic blood line feature.
Disclamer: I don't think it works that way but if it is pls tell me how

Expertise is like Advantage/Disadvantage; they never stack.
