So, in the Player's Handbook, there was a little tidbit about draconians. I've looked all over the internet but couldn't find anything about them. If anyone knows anywhere I can find stuff about draconians please let me know.
They were basically evil dragonborn from the Dragonlance books, that existed before dragonborn went mainstream. If you're looking for stats, I'd just use either green or black dragonborn.
The simplest solution would be to swap a Dragonborn’s CON-based breath weapon with a once/short rest casting of a whatever 1st-level spell you want to give them, keyed off of (Con or Charisma, probably). If you want to balance that a little better, look at the racial spell features of some other races, and the racial spell enhancement feats like Drow Magic.
I also seem to remember them turning to stone when they were killed. Often trapping the weapon that killed them in the now statue version of their body. But it was a long time ago when I read those books. And in those they weren't PCs. They were bad buys, Krynn's version of orcs.
When they die, Baaz turn to stone, Kapaks turn into acid, Aurak burst into magical energy, Bozak just explode like a bomb, Sivak females burst into flames and male take the appearance of the creature that killed it.
each also had "specialties" how that translates changes with each edition.

The draconians section said that they have unique magic abilities in place of their breath weapon. Any idea what that means?
Draconians and Dragonlance have not been officially converted to 5e but you could check DMs Guild or the Homebrew section of DnDBeyond for some ideas.
