Depending on the scope of what you plan to do with the portable forge, you may find that the Forge Domain Cleric Channel Divinity feature Artisan's Blessing could meet that intent. It would certainly be portable, and you'd get minimum 1 use per short rest. There are clear limits to what it can do, but generally speaking could accomplish crafting comparable with a portable forge, and exponentially faster.
XGE Downtime activities suggests that it takes 1 work-week to craft an item worth 50gp. So if you did have that portable forge, you'd likely need to spend a considerable amount of time at it to produce items.
I'd just turn the 3rd level spell "Galder's Tower" into a 3 inch figurine that can essentially cast that spell/turn into that spell and you can modify the interior to have a forge as well. Or completely modify the interior.
Or, you can spruce up, call it Galder's Temporary Tower, add some addendums. "After resuming figurine form, for every 24 hours spent in full form, roll 2d12. The Tower is not available for use for that many hours. Additionally, should the Tower remain in one location without changing back into figurine form for more than a week it loses the ability to assume figurine form and becomes permanent"

A portable forge could be as simple as the Create Bonfire cantrip. If you want a portable _smithy_, you'll probably want to furnish a Portable Hole.
