There is essentially no way to make a spell permanent or long term, unless it explicitly says it can be made permanent, such as Teleportation Circle, which requires casting the spell every day for one year.
Your best bet is going to be giving the dragon a custom magic item that achieves the effect outright.
Ancient Blue Dragon, (regardless of age), don't have access to spellcasting naturally, so again, that's going to be up to the DM. Typically, spellcasting requires a humanoid form, or body parts suitable for performing verbal and somatic components. If the dragon can cast spells in dragon form, then it should have no issue doing so in human form.
So a blue dragon polymorphs themselves to appear to be a human wizard as part of a long-term disguise.
(Yes, i realize this is a terrible trope. Please bear with me.)

So it sounds like you are talking about a completely homebrew situation anyway. Polymorph can't turn into humanoids, true polymorph can. Just using a spell with the effect you need fixes problem 1.
As for question 2, true poly makes you lose all your original features, but if you are turning into a wizard, then you get their spells.

Agreed, ancient metallic dragons have the Change Shape feature which is what lets them wander the world as humanoids while still having much of their impressive powers. Blue dragons are just as intelligent, there's no reason they can't have learned that skill themselves!
Then again thinking about the limitations is an excellent exercise. Both because your dragon is probably smart enough to know about those weaknesses and try to cover them up, but also those issues are how any PCs would be able to figure out what is going on. Dropping those clues and hints will be fun for you, and make your players feel awesome when they figure things out!

I'm pretty sure it is a lore reason. Something like Bahamut keeping it from evil dragons so it can't be abused.
Homebrew monsters, especially BBEGs, are entirely encouraged. Let the rules be a guide for your own creativity. There is no reason that a dragon couldn't gain class levels to gain access to magic.
However, if you want to keep it within the existing monster set, you could give your dragon NPC a high level wizard minion who could cast True Polymorph, provide scrolls, or provide other boons that aren't normally available to the dragon.
Any intelligent creature is capable of trade, negotiation, and forming bonds with others.
Custom spells are also an option, as spell research is an important part of the world, even if most players don't take advantage of it.
A homebrewed Ring of Human Form would solve all the problems. Deciding the Lore behind why and who created such a device would probably add to your campaign. Good luck. Enjoy the game.
