So I am trying to build my own campaign, and I'd like to place it in Eberron, but I've never played in Eberron before. Do only those with Dragonmarks have magic? From what I can tell that is a no, but they seem to have special powers or they are the strongest magic bearers?
Or is it simply Dragonmarks only give you one special ability (set of abilities?) and all other magic such as those of paladins, warlocks, druids, etc are up for anyone to learn?

Dont know about 4th edition, but when they were introduced back in 3.5, dragonmarks just granted 1 spell they can use typically once or twice per day (and greater dragonmarks granted a greater spell) as well as a skill bonus. Plus most were just utility spells anyway, if I recall. All spellcasting classes were open to everyone as usual. Dragonmarks were optional bonus abilities.

It's fluff. but a cool interpretation of it. So could you say a dragonmark powers your abilities? Sure. Of course if it is an Aberrant Mark...watch your back.
