First off, are there overgods besides Ao? If so, are their powers strictly limited to their universe? I have a couple of ideas related to the luminous being and the overgods so I am just trying to learn as much as possible about them and their limitations.
Krynn (Dragonlance) has one in the High God, and also anthropomorphizes the Chaos from which the High God came (he is a real dick, but probably also counts). I don't think there are any others in official D&D canon. Oerth (Greyhawk) definitely does not have one, and if Athas (Dark Sun) did, they are now dead. Eberron does not appear to have one.
The Lady of Pain is definitely on the same level, so long as she does not leave Sigil (assuming she even can), and Jazirian and Ahriman might be even more powerful than overgods if you ascribe to the apocryphal Twin Serpents meta-cosmology (https://forgottenrealms.fandom.com/wiki/Jazirian#History).

If you're running your own game in your own world, you can define the gods and their hierarchies however you want.
Even if you're running strictly within the Forgotten Realms (and it doesn't sound like you are), odds are good that:
(In other words, run with your cool ideas, and don't worry if the official setting contradicts them.)
