For the last 15+ years (closer to 20 years actually) I have been playing an ongoing game. This game started out with a total of 5 players. As we lost players, we would gain a player from time to time. This game started out as classic D&D character sheets, then moved to fantasy Warhammer character sheets, then finally landed on Rolemaster character sheets. (Sometimes called "Chartmaster") As time went by, the game was finally just me and my friend I've had since grade school. It has always been a fun game and both of us work together to be the DM. Our story is far more roleplay than fighting but we do have epic battles from time to time. Because our characters have moved throughout many different games, our game is no longer set in just one world. Our game includes magic and technology. And the technology is far more advanced than anything you might have seen in any movie or game.
There has to be a balance of what the player knows verses what the actual truth is. I am going to lay out the truth of what this is.
The Draconic Plane of existence:
1000's of years ago a techno mage decided to create perfect warriors in order to raise an army to invade and conquer all the lands he had access to. His desires were to become the supreme ruler of all. He created a plane of existence that was floating islands and small continents, and he placed humans in them. From there he developed his own type of Dragon. The dragons themselves were more powerful than those you might find in most other universes. But by definition, dragons will rarely follow anyone. So, he engineered these dragons to lay special eggs. When the clutch hatched, out would come what appeared to be a human. This would be the army he was wanting.
The draconic humans are hatched looking to be at the age of 18 to 20 years old and extremely beautiful. They were hatched with basic knowledge, allowing them to speak, craft very simple weapons, and an understanding of how to fight. The draconic humans have a limited telepathy that affects humans and sometimes other draconic humans. The draconic humans have wings that they can pull inside of themselves. Draconic humans' physiology is different from a normal human. They can't get pregnant. They are engineered to not feel physical pleasure in the same way humans do. They are engineered to not feel remorse. They are engineered to not feel fear. (Instead of fear, they feel rage) Draconic humans can fly when using their wings. Their movement speed without wings is that of a normal human. Their strength is also that of a normal human. (No racial stat bonuses) When flying their movement speed increases, but not by much.
Draconic humans are, for lack of a better term, manavores. They need to consume creatures that have magical abilities. Humans are their primary source of food. In a pinch, they can eat other things such as cattle, pets, or even plants. But without a creature with magical abilities (even if the human is not a magic user, they all have some source of mana) the draconic human will wither and eventually die.
The most common way that a draconic human catches their prey is by using their telepathic abilities. They will find a lone human and land close by, out of sight of the human. Their telepathic ability doesn't let them enthrall or stun their prey. Instead, the draconic human can cause the human to become aroused. The draconic human will them make himself or herself known and attempt to seduce their pray. All draconic humans are basically bi-sexual so they will seduce anyone. Once they feel that they are in a position to strike without fear of much resistance, they will kill then eat their prey. (Often, they will release their wings when they feel they have their prey under control, this allows the human to see the draconic human as more "angelic")
Draconic humans do not work well with each other. They have been known to attack and eat other draconic humans. Their cycle is about 10 years before they will undergo the transformation, allowing them to become a dragon themselves. As a dragon, they are then able to reproduce. Some draconic humans find they have no desire to undergo the transformation. There are two ways of stopping it. One way is by sheer will alone. This has a very low success rate, around 5% of draconic humans are able to stop the transformation by will alone. The other way is to find one of the techno mages that will, on rare occasion, visit the draconic plane. They can easily stop the transformation. But they can be very hard to find and most people on this plane of existence feel that the techno mages are nothing more than a myth while others consider them to be gods.
The experiment was ultimately abandoned and considered a failure. The draconic humans were to focused on food rather than fighting in wars. They also had little desire to learn how to use their magical abilities or to learn new things. Because their cycle was so short, building up a civilization that had technology was deemed impossible. While a few draconic humans do show promise every 3 or 4 generations, that was not enough to create the grand army the original designer wanted. The designer of this realm was eventually killed, leaving his experiment to continue.
This is a very basic run down of the draconic human. My last attempt to describe this race was misunderstood by a lot of people. So, I decided to try it again, this time from a DM's side of things rather than a player's view of things. If a player decides to use a draconic human as a race, the character is not going to have all of this information. I could write a book on this race as it has been fully fleshed out, including the history of this plane of existence from the perspective of the humans, the dragons, the draconic humans, the techno mages, and even the original designer.
My goal is to bring one of the draconic humans into the Forgotten Realms. I have many ideas how that could happen. I just wanted to post this for feedback, questions I might have missed, and a place to direct DM's so they can read about this race.

I wouldn't say they are more powerful. They are defiantly different than any species I have read about in the Forgotten Realms. With their need for eating mana, I think it might be a good idea to make not eating some kind of penalty in D&D. My thoughts are that they temporarily lose one max HP every day or every other day until they feed. Another option is that they lose a point of Charisma every day or every other day until they feed. Once they eat something or someone with magic, they gain back what they lost. But as a DM pointed out to me, that might be difficult to keep track of.
I had started playing a Draconic Human in the Forgotten Realms with my friend. He was a Fighter. In game, he had worked with a Wizard in Waterdeep where he was able to create a form of cookie that tasted horrible but was infused with magic. This allowed that character to not need to feed on the Waterdeep population. Probably much to the relief of the population. :)
Another thing I have been working on is stat bonuses and penalties. I think the Draconic Human would need to have a Str, Int, and Wis penalty. But because they are hatched to be genetically attractive, they should have a Charisma bonus. This would also play well into the idea that Draconic Humans are magical beings and predisposed to be Sorc's. But I am not too sure how well that would go over with a DM.
If there are any DM's reading this, could you please give me advice on stat bonuses and penalties?
