I have played with whirlwind. It is a very good choice of spell, mainly because of the combo I like to use:
Before combat you cast Crown of stars. 1 hour duration, no concentration, uses a Bonus action to attack. Upcast to 8th, so you still have a 7th level slot. You now have 9 motes.
During combat you cast Whirlwind. 10d6 area attack with a restraint and an eventual fall (doing 1d6 per 10 ft of fall). And use your first of 9 motes doing 4d12 on a hit.
This is a great combo for the large battles.
This makes you a very powerful force on the battle field.
While you can do a similar thing with Sunbeam (without having to upcast Crown), Sunbeam's Blinded is rarely as good as restrained. All too often I am targeting something with an area attack that makes blinded less useful. Whirlwind lets you catch them out of range for their Breath attack and keep them there.
