Proficiency helps you hit. Dex adds to damage. You start with a dagger in each hand, you can throw one, get the damage, including from dex, and then throw the other with the Bonus Action. I don't believe you get the extra damage from dex on the second. There is no class in the game that is not Proficient with Daggers.

If the thrown weapon is a melee weapon the default ability is Strength for the attack and damage. If it is a Finesse weapon, like a dagger, you can choose whether to use Strength or Dexterity. If it is a ranged weapon instead of a melee weapon, like a Dart, it will default to Dexterity. So a thrown javelin will use Strength, a thrown dagger will use Strength or Dexterity, and a thrown dart will use Dexterity.
Your proficiency bonus is only calculated in the attack roll, not the damage roll. The attack roll benefits from your proficiency bonus, assuming you're proficient in the weapon, and the ability modifier. The damage roll gets a bonus from the ability modifier alone. Which ability is used was detailed above.

That is two weapon fighting and as a default with two weapon fighting yes you would get your proficiency bonus to both the main attack roll and the second attack roll. The second attack will not add the ability modifier for the damage roll. So your main attack with a dagger will add your proficiency bonus and either your Strength or Dexterity to the attack roll, which determines whether you hit or not, and will add your Strength or Dexterity alone to the damage roll, which determines how much damage the attack does. Your secondary attack with the second dagger will also add your proficiency and Str or Dex to the attack roll, but will add nothing to the damage roll.
Does that make sense?

Ir0ns0ul, I was careful to leave out all mention of Feats on purpose. Yes, the Two Weapon Fighting Style can be gotten with a Feat, but when dealing with someone who doesn't have a clear idea what Proficiency does, I didn't want to further confuse them.
I know Rogues do not have Fighting Styles by default. The only Rogue I know is an Arcane Trickster. She's been adding damage to her off-hand dagger from the start of the game, has been reminded by the DM and myself, and she has to know better, but the DM doesn't make an issue of it, so I keep my mouth shut.
To be on topic, my tip on tactics is to use a pair of Shortswords. Don't bother throwing things. If something tries to stay out of range, take two Dash actions and run right at them. You cover the same distance as the max range a dagger can be thrown effectively, and do better damage. If they keep trying to run away, let them, or drag out a Crossbow. They're not going to make it past the 360 feet you can shoot effectively very easily, and the bolt does twice as much damage as the dagger. Leave the ranged fighting to the Ranger. They can be amazing at that. A Rogue is about sneaking around and sneak attacks.
Without knowing Race, Class, Scores, Level, or anything else, I can't help much more.
