I am playing a level 3 Shadar-Kai Cleric that is a mix of a Grave/Life Domain homebrew.
My stats that matter for my character are a 14 DEX, 16 CON, 15 INT, 19 WIS. Also, 19AC with Scale Mail/Shield/Ring of Protection and +4 CON Saves
I know that Resilient CON would be nice in order to maintain my concentration spells, but I managed to get a Ring of Protection to increase my con saves to +4. I think that a half feat for WIS would be the way to go for now, but I'm stuck on what to choose.
Shadow-Touched would fit thematically on my character and Invisibility/False Life (Spell I'm thinking), but I don't know if it's the best option.
Fey Touched is nice in order to get Gift of Alacrity but I already have an improved version of Misty Step thanks to being a Shadar-Kai.
Telekinetic for a free invisible mage hand with no components needed and the ability to push/pull enemies or allies could be useful. I'm not going to use Spiritual Weapon every fight and I'm not using my bonus actions too much yet.
I am partial to Fey-touched and Shadow-touched, personally. But you could also look at skill expert. Maybe get expertise in perception - always useful.
The Chef feat is fairly useful mechanically, and can be a lot of fun from an RP perspective -- just imagine making "delicacies" from the Shadowfell for the rest of the party...

Carric Aquissar, elven wannabe artist in his deconstructionist period (Archfey warlock) Lan Kidogo, mapach archaeologist and treasure hunter (Knowledge cleric) Mardan Ferres, elven private investigator obsessed with that one unsolved murder (Assassin rogue) Xhekhetiel, halfling survivor of a Betrayer Gods cult (Runechild sorcerer/fighter)
Out of the feats you mentioned, I think Shadow Touched sounds the most interesting. Shadow Touched and Fey Touched are really stellar feats for when you're playing a class that has spellcasting, and while normally Fey-Touched is often considered the superior of the two the fact that you're a Shadar-Kai makes Shadow Touched sound like the best way to go. I also like the first level spell you settled on... it's definitely one that you'll be casting at least once per day, and it fits well with your character theme.
Of the other feats mentioned by others, I like Skill Expert. It's one of my favorite feats because it gives you a good variety of options, and it can really help to customize your character and make them truly excel at whatever it is you think will most define them. I do agree that Perception is one of the best skills to get expertise in, since it's probably the skill check that gets used the most.

There's always just put an ASI into Con/Wis, and then at level 8 get Resilient (Con).
