As a general rule for Warlocks, keep in mind they are not primary casters. They do cast spells well, but they are more about other class abilities, such as Eldritch Blast, Invocations, and Pact Boons.
With regards to languages, I have found that you want it mainly to overhear people, not communicate. Most people worth communicating will know common.
At low levels you want one of Goblin, Orc, or Draconic (Kobolds....)
At Mid level you want Giant or Undercommon
At Higher levels you want abyssal, infernal, Draconic, or Deep Speech, depending on your campaign.
I tend to get Draconic because it it used both at higher levels and at lower levels.
About Hellish Rebuke, I don't know what you're trying to say. Were "bonus spells" a mechanic in 3.5e? If they were, you should know that that doesn't have a mechanical meaning in 5e. In short, Hellish Rebuke doesn't count against the number of spells you know, and you can't cast it with your warlock spell slots. It is completely separate from your spellcasting as a warlock.

Example: burning hand, command (1st lv.) blindness/deafness, scorching ray (2nd lv.) Fireball, stinking cloud (3rd lv.) etc.... Those are just additional spells to choose from, correct?
Correct, the spells from a subclasses expanded spell list are just added to the Warlock spell list for you to choose from. The spells still need to be learned before you can cast them.

I have been using the character creater on here and I am a bit stumped. Taking the same example from before. Lets say I hit lv.2 and choose Scorching Ray as my spell. The program will not list it as a spell option even if I have chosen the Fiend as my Patron. Correct me if I am wrong, is it because by default at 2nd level you can only learn another lv.1 spell? If so how does that work (casting a higher level spell at lower level)

That is because Scorching Ray is a 2nd level spell which requires 3 levels of a full caster class to gain access to. Basically you need 2 additional class levels after level 1 to get access to higher level spells. eg. Warlock level 3 for 2nd level spells, Warlock level 5 for 3rd level spells etc etc.

You can indeed only learn spells that you have a high enough level spell slot for. While you can upcast a spell (cast a level 1 spell with a level 2 slot, for example), there's no such thing as downcasting--a level 2 spell can only be cast with a level 2 spell slot or higher.
If you go to the Game Rules in the navigation bar and select a class, you'll find each one has a nifty class table that tells you exactly how many spell slots you have at each level. In the case of warlock, it will also tell you how many cantrips you have, how many eldritch invocations you get, and your number of known leveled spells.
So Infernal Legacy allows me to "learn" Helish rebuke at level 3 and can cast it as a lv2 spell without using a slot. The reason I wont be able to cast scorching hands at level 2 is because at level 2 I can only cast 2 level 1 spells. But I can however cast command since it is a level 1 spell... Correct?
I think most of my confusion stems from using the character building app. Since it limits your spell choices unless you purchase the PHB thus making it seem that I don't have access to them at my level even though I actually do.

You're correct. Character level and spell (slot) level are two separate things. In the case of a warlock, you gain access to second level spells at character level3. If you were a ranger, you'd get access to second level spells at character level 5 instead.
The character creation tool only shows the spells that your character is able to learn based on the class tables provided in the Basic Rules. As you raise your character's level in the character creator, higher level spells will be made available in accordance to the corresponding class table. The tool also takes into consideration the spell list for each class and subclass--for example, only warlocks can learn Arms of Hadar, and only rangers can learn Hail of Thorns.
This shouldn't change with owning the PHB. What owning the PHB and other books will do is give access to new spells that they contain, as the character creation tool recognizes what content you've purchased and adds it to your available options. If your character is in a campaign with another user who has a master tier subscription, it also recognizes content that they have unlocked--the digital equivalent of sharing books around the table, basically.
Thanks Ahzi. I do have to differ as neither Arms of Hadar or Armor of Agathys are available to me on the app. Neither are Burnig Hands or Command. Both of which are spells granted from the Fiend Ironically enough a pop up just read "This content is part of the players handbook, visit marketplace for purchase options" as i typed this..lol
