Whips can be optimized to deliver tons of damage dice or tons of static modifiers just like any other weapon, irrespective of their own piddling d4, so there’s not a ton to be said about them mechanically that’s unique. Thematically, I think that a finesse weapon that threatens large areas with low damage lends itself well to the ideas of a Battlemaster using Combat Maneuvers to disarm/push/frighten/etc opponents with tricks, a Kensai weaving it into their graceful martial arts, a Bladedancer or Eldritch Knight dancing in it while whipping out with arcane cantrips, or even a mounted Dark Knight (Oathbreaker or Conquest Paladin) flaying his enemies and instilling terror as he tramples them atop his fearsome steed.
