was thinking of doing pvp at various levels just for fun to see how it goes. Didn't have to be anything specific, just 2 different classes at same levels.
Your idea was something I was thinking of for the Wizard side, but either variant human with Alert feat or a Tortle hoping to survive even if they don't win initative.
I would think any level 20 dedicated caster that gets to go first wins. Any dedicated caster that doesn't have an enormous AC dies if they don't go first. If somehow each participant is permitted to start invisible and a curtain falls so neither player knows where the other player starts, then again, the spellcaster wins.
Step One: I cast stop time - I cast some sort of dispel invisibility or whatever I need to find the opponent - I walk up to the other character and kill them - I end the time stop spell.
If the rules state that spell casters have to give up certain spells, then there is no way to begin to balance that rule with taking away any of the opponents abilities. Even the rule stating that the characters have to start a short distance apart skews the event against the casters. The rule to prohibit hiding skews the fight against rogues. The idea of keeping Rangers out of their favored terrain skews things.
At level 20, any character can assassinate another mortal. One on one - Who gets the first action?
When you throw magic items into the mix, it seems the fight goes to whoever thought to bring the right item to make them able to have the first meaningful action wins. Under the right circumstances I might be able to beat almost anyone if I can cast Rope Trick as the first action and climb into my hidey hole. Then at the time of my choosing, I peek out of my hidey hole and zap the other player.
I do think at some lower level, given a lot of thought, a gladiatorial event between NPCs would be very entertaining.

Maybe I'm wrong, but I time stop ends early when an action you take affects another creature so that should include dispelling some sort of invisibility. Maybe it's better to cast true sight or something on yourself. After that the specifics of "I walk up to the other character and kill them" matter because dealing damage ends time stop. You had better make sure that you actually do kill them. Probably better to trap them first then kill them.
