Rabbitfolk have haretrigger that allows them to add their proficiency bonus to initiative, so does that mean that they can use reliable talent on Initiative rolls? This seems correct by RAW, but it could be a touch overpowered for a class that relies on going 1st, like an assassin.
With a couple of levels of gloomstaker rangers and alert I could have a +15+proficiency modifier (admittedly around 15th level) which means a minimum initiative of 30-31. Which seems a bit crazy.
I don't see why not. Reliable Talent is a level 11 ability. That's the equivalent of getting a level 6 spell on a spellcaster, or an additional attack for a fighter. And its about the time that the overwhelming majority of games wrap up.
So, between being a rather late game ability and compared to other classes AND needing multiple things to pull this off, consistently going first isn't a big deal.
Heck, to be honest, get your Proficency bonus up high enough, raise up your DEX high enough, take that feat... and the Reliable Talent on Initiative is meaningless. You'll be winning on low rolls anyways.
I mean, if Assassin's aren't able to go first in initiative, then they might as well not have any subclass features at all. In terms of game breaking combinations, I can think of far, far worse than this.
then what is stopping JACK of all trades from doing it?
Jack of all Trades doesn't add your full proficiency bonus, it only adds half, so I don't think it would combo with Reliable Talent.
While the wording interaction isn't super clear, the implication is that you need to be adding at least your full proficiency bonus (as half your proficiency bonus isn't "your proficiency bonus" it's only half of it).
Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.

If you had a 20 DEX, INT, WIS and CHA and got the Alert Feat having a +31 to your roll would be funny Minimum roll at level 17 then being 41

I see it as less game-breaking and more actually making the Assassin a useful subclass.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
