With the Dedicated Weapon feature, a 2nd level optional feature added in Tasha's, they can make any weapon that meets a certain criteria into a monk weapon.
The weapon must be a simple or martial weapon.
You must be proficient with it.
It must lack the heavy and special properties.
These are the criteria, which I'm pretty sure the Dhampir fangs meet all of them, so you can indeed turn them into monk weapons and use your dex IF your table allows the optional Tasha's rules.

Short version, since the attack doesn't normally use STR the monk weapon rules don't let you use DEX instead.
The bite already accounts for smite, as it only heals/gives a bonus equal to the piercing damage dealt, so if you deal additional radiant damage (or any other kind of damage for that matter) it won't be added to the healing/bonus it gives. It is compatible with the extra battle master maneuvers damage, the extra damage from the kensei's deft strikes, and pretty much anything that increases the amount of piercing damage the bite does.

I mixed up my own statement and made a mistake. Yes as RAW you can't use the DEX, you can raise the die with the martial arts feature though.
