Because it does 8d8 damage, softening up the target. Why pass up a chance to do 64 hit points of damage before wading into combat?
Because it's costing you a 4th level spell slot that you could use for an actually good spell? 8d8 single target with a 30' range, a constitution save, and no status effects riders just isn't particularly good.

Welp…as someone who liked the idea of the new warlock, I’m a bit let down. But I get it and will deal with it as needed. I REALLY liked getting the pact boons fresh out of the gate tho…
I mean, I was pretty ambivalent about it; it was honestly more a boondoggle feature than a significant change for me. You can make arguments for and against any of the mental stats being applicable (does INT fit because there’s an element of independent research to the class, or does it not really work because compared to a Wizard they’re not doing nearly as much personal application, for instance).
There are currently three hundred and seventeen Charisma-based classes for people who want to be null-IQ sex pests. There is currently ONE class for people who do not think the Intelligence score and characters with the reasoning abilities of a turgid squirrel is actively detrimental to D&D..
So we don't need three spell lists for future proofing because we have more than enough classes in the game already! Great! No need to make more classes, three hundred and seventeen (+ the non-CHA based ones) seems plenty. Boy! is that PHB going to be Huge!
Edit: By the way, I liked the three spell lists and Locks getting to choose their stat based on Boon. And I liked class specific spells, like what they did with most smite spells being paladin only. There were a lot of changes that I've liked along the way. I do feel sad that they don't seem interested in making some bolder choices. And I am worried, since the monk, that Warlocks will go back to SR.

we can be confident that reverted and "forgotten" ideas won't be lost forever just because of the money put into testing them in the first place. shelved now, monetized another day. this is a corporation we're taking about. and this corporation is putting out a solid "going forward" revision they can slap a "50th anniversary!" blurb on and sell for a decade. it's for new players and collectors, not risks.
cool stuff can still happen in the next cauldron-guide.

I am feeling the same way myself- probably the ideas that just missed their threshold will get a little more work and could appear in the first expansion.
Just because we are going back to class spell list doesn’t mean certain spells won’t be features making them impossible to get without multiclassing. I’m not sure about hex but eldritch blast will be a warlock feature. I’m also not sure about hunters marks. Divine smite will most likely remain a spell exclusive paladins. It just functions better in their new style as a spell. I also believe Wizards will get more features, not just well you got higher level spells.

A free casting of a Patron Spell once per short-rest. Turn the Pact Boons into actual features instead of spells. Pact of Blade allow any melee weapon. Pact of Chain return it to the 2014 version and add a few more options. Pact of Tome keep as it is in the Playtest 5 UA. And if they are going to keep Hex only applying once per turn get rid of concentration.

Yeah I bought that one too, lol. They said hex was too weak, which I agree. It scaled every two spell levels which is why people had a problem with it. You only get the damage once per turn and you need a 3rd level slot to do 2d6. It was very weak.

Ain, that's pretty realistic. the devs are probably much more comfortable with only two or three pact casts available in an encounter. hmm, but are they comfortable with two or three pact casts every combat? warlock heightened metabolism or similar quick out of combat regen?
