My understanding about Spell Save Formula is 8 + Spell Modifier + Proficiency Bonus.
For example a 1st level Wizard with a Wisdom of 16(+3) and a Proficiency Bonus of +2 (for a total of 8+3+2=13) casts a "Charm Person" spell at a 1st level Ranger with a Wisdom of 15(+2 Modifier and Proficiency of +2).
The spell requires the Ranger (the opponent in this case) to make a Wisdom saving throw of 13 (8+3+2=13)? Or do I also add the Rangers Modifier and Proficiency Bonusagainst this which would equal 9
The DC is always set by the caster. The affected creature(s) use whatever is in the 'saving throw' section of their character sheet, if they're a leveled character, otherwise they use their NPC stat block. Rangers don't naturally have proficiency in WIS saves, so you wouldn't add their proficiency bonus, unless they had it through some other means, like if they had the Resilient feat and selected Wisdom. So the ranger rolls a d20, and adds whatever their WIS saving throw mod (most likely just their +n bonus from WIS).
The Ranger has a Wisdom of 15(+2) and NO proficiency in Wisdom, you are correct. So for the above example it would calculate like this: Wizard
8 + Spell Modifier (in this case +3) + Proficiency Bonus (in this case +2) =13.
The Ranger Rolls a d20 +2 (due to Wisdom bonus, which in this case is the "special modifier"?). So if The Ranger rolls a 12 (+2) = 14. The Ranger makes the save vs the "Charm Person" Spell correct?
Important to note the wizard’s wisdom is irrelevant. Save DCs are based on the caster’s casting stat, which for wizards is int. The DC is not based on the kind of save the spell calls for.
So, let’s say the wizard has a 16 int, then yes, the save DC would be a 13.

Where is the Ranger's DC coming into play here? If he's the target of the spell, then his Saving Throw will be the ability mod of the save (in this case WIS) + his proficiency bonus if he has proficiency with WIS saves (Rangers do not natively) + any additional modifiers that might be applied by spells, magic items, class features, etc.

While it's not called his DC, yes, he gets to add +2 to his d20 roll. In effect, he'd have to roll an 11 or better to pass (because the Spell Save DC is 13 but he gets a +2 to his rolls).

I am a 5th level wizard, INTELLIGENCE (Not wisdom) of 18. I cast a fireball, which has a Dex save. The DC for all of my spells, including Fireball is:
Base = 8 plus
My Proficiency Bonus, at 5th level = +3
My Intelligence Bonus at 18 = +4
=============================
DC of 15 .

A 5th level Ranger has a Dex save of:
Proficient with Dexterity (And strength), so add your Proficiency Bonus of +3 (at 5th level)
Add your Dexterity Bonus, at 17 = +3
=======
Total of +6
So Ranger rolls 1d20 and adds +6. If he rolls a 9 or better, he succeeds on the Saving Throw.
Note this ignores things like magic items that increase your Saving Throws (Ring of Protection +1, spells, Paladins) and also ignores things like Magic Item that raise the Spell Save DCs of the Wizard.
The book is not the easiest to read, because it is still Advanced D&D. As others have already answered the Ranger would save according to the Wizard's Spell Save

Here is how you do it.
