You need one person in the group to have master-tier subscription (it doesn't need to be you) and enable content sharing in the campaign. With content sharing turned on, everyone in the campaign can access all the content that is owned by anyone in the campaign.
The other guy in our group has the master tier sub; but when I go into the group and try to launch the vtt it forces me to be a player not the dm. Is there any way for me to DM on the map to VTT?

Only the person who is listed as the DM for the campaign can access the DM functions in Maps. However, the DM does not have to be the one with the master-tier subscription.
What you want to do is create the campaign under your own account, with yourself as DM, and invite all the others to it. Then, have the person who has the master-tier subscription go to the campaign page and enable content sharing.
I'll try that next, thank you. As a test I have had bought nest of the Eldritch eye and tried looking at that and maps but none of the monsters were placed on the map. Did I just load it wrong or does the maps vtt version of modules generally not have the monsters pre-placed?

The Maps VTT does not generally put any tokens on the maps for you automatically.
There are a few maps that do come preconfigured like this; they are the ones labeled as "quickplay maps". I haven't actually used this feature myself, so I can't say much more about it.
