While I have not yet received my digital order yet and will not until the 19th, based on the product description and comments by those who have received it, no -- you have to pick up the original, as this is essentially a continuation of that one.
Summation: no, Lost Mine is not included in Phandelver and Below. It is all new material.

thanks adam
It's a rewrite (and expansion) of the original. So it comes with it's own copy of LMoP, if you will. You do not need LMoP to run it, although it is free anyway. TSO is has a different interpretation of it though - and I can't tell how different it really is, I'm sorry.
If you're not willing or able to to discuss in good faith, then don't be surprised if I don't respond, there are better things in life for me to do than humour you. This signature is that response.
keep in mind that they changed most of the population in Phandalin from LMoP to phandelver and below. they changed the names and races to not protect the innocent. so if you are choosing to run LMoP and then into P&B then try and keep track of how you introduce the NPCs
Some encounters have been tweaked. (For instance, Wyvern Tor is no longer a band of orcs, but an orc leading a group of bugbear bandits and an ogre).
Magic items have been tweaked and relocated in some cases (Hamun Kosts ring of protection functions differently, and the boots of striding and springing are no longer on Gundrens brother, but a reward for Daran Edermaths quest)
The psi Goblins have been sprinked throughout.
In broad strokes, it in the same adventure, with the same plot points and villians. They differ only on details and most, if not all of those, are inconsequential.
As Tanin has said, they changed only a few of the NPCs, relocated and tweak some of the magic items. I was previously part way through LMoP when I got PBTSO and so far it's been an decent transition - I reference the NPCs from LMoP but use the quests from PBTSO. They do include maps for both Wyvern Tor and Old Owl Well in PBTSO - still no map for Agatha's Lair but that's alright as it really shouldn't be a combat scene and if it is, would be easy to do theater of the mind.
Granted the new one specifies she uses her horrifying Visage first, not the howl.... but by my figuring, a 3rd level party has no better than a +4 ot 5 con save, and most will be in the +0 to 2 range. That has the potential to death spiral real quick.
It's cragmaw hideout which is concerning me in the revamped version. It was already savage for a party of four lvl 1 characters. Now it's over double the difficulty.
If a DM did a homebrew campaign with this kind of balance it would end up on r/rpghorrorstories.

Yes and when I run it my parties will get only 1 Death save Requiring a 15+ they only get 1 of those and it happens at the end of the following round, but they can add their CON MOD to the roll But my Players are gonna roll stats and I have 6 players so they should have access to healing magic

The good news is that as far as I know, the original is still free: https://www.dndbeyond.com/sources/lmop, so it isn't like it is a great burden.

To those who are about to Die. We salute you!
They literally changed only few of the NPCs.
Some encounters have been tweaked. (For instance, Wyvern Tor is no longer a band of orcs, but an orc leading a group of bugbear bandits and an ogre).

To be honest, if Agatha's Lair turns into a combat then the party is probably going to have to roll a few new characters.....
