I don't really understand why this is something that hasn't been implemented yet. This would be super useful for anyone that wants to attempt something out of the norm that we are currently completely unable to do, or forced to do suboptimally.
Because 13 official classes and some optional ones is way more than enough already. I have found the Homebrew tools nearly impossible to work with. If you want to take a shot at it, good luck.
There's talk. The homebrew interface will someday be revised, that much is certain.
Some users believe if DDB enabled homebrew class feature variants that would be a de facto means to homebrew classes. If that will ever happen I don't know, but I know it's been talked about. You might find more insight in the feedback area of the forum.
Homebrew requires practice and often mentoring. There are a number of home brewers and guides to home brewing in the homebrew section of this site.

I assume you are new to the forums and have not followed the history/development of Beyond much, but I will try to keep it short.
From what I understand, when Beyond first started, Wizards did not want homebrew to be a thing at all, and wanted Beyond to only implement official content. This resulted in Beyond having a very narrow/restrictive development tool set that was able to digitally implement most of the content at the time, but it is absolutely horrible with updates to the game and implementing new mechanics properly was practically impossible. There are workarounds (the homebrew feat system is the most flexible to accomplish things right now), but that is more of a band aid solution. And due to legal agreements, Beyond has to follow RAW as closely as possible, so while Beyond users like ourselves can use the homebrew tools to implement stuff like boons and charms via feats, Beyond is not allowed to do so, or at least not on a large scale anyways.
Besides having a poor foundation to work on, Beyond also has issues with time, resources, and manpower. As an outside customer, I have no idea how big Beyond's staff is or how much resource they have access to, but it clearly is not enough to implement all the books 100% properly on time. As a user of this site for almost two years now, most books feels like they only have about 90% to 95% of their content fully implemented. Spell points, epic boons, background spells, playing as sidekicks, homebrewing mundane items, etc. are just the tip of the iceberg of the issues we have that remain unresolved.
In terms of the first issue, they are trying to workout the backend and update their foundation, but this is something that was started before I played D&D two years ago and it is still in progress today, so I do not think anybody should expect this to get resolved anytime soon. As for the second issue, there just is not much you or the Beyond team can do about it, as Beyond is a part of Fandom and Fandom has the ultimate say in where resources go and how much. You can support Beyond by buying stuff on here, but I am not sure how helpful that will be, since Fandom can either see it as a sign that Beyond should receive more resources since they are a moneymaker, or Fandom can see it as a sign that they can invest in Beyond as little as possible while still maintaining profits.
