Seems like a fine idea, but if it's supposed to be an Artifact, it's too weak. I would place this level of power at around Rare level, Very Rare if you remove the Attunement requirement.
Do you want it to be an Artifact? If so, I would suggest at least adding two additional positive features, one Major and one Minor. If not, I would suggest it being an item that is seen on important Grung.
Thanks for the input. That's one of the attributes I was still kibitzing over. Although since it's already "published" It's a P.I.T.A. to change now without copy/delete original/edit/re publish. I kind of envisioned it being something that gets handed out like expensive adventuring gear, Much like everyone can't afford a hand held GPS device ($$), but they are not uncommon.

You can instead just say, "This magical piece of jewelry negates the Grung Water Dependency trait."
Water Dependency. A grung that fails to immerse itself in water for at least 1 hour during a day suffers one level of exhaustion at the end of that day. A grung can recover from this exhaustion only through magic or by immersing itself in water for at least 1 hour.
