I'm currently working on a sourcebook explaining a world that I have in my head for ages and needed to put down on paper. It mostly lots of histories and backstories of famous figures, a few political system explanations. But very little narrative that most Sourcebooks have. My question is... does there need to be? Would it be alright to just build an extremely detailed world (seriously, its going to be several volumes) and allow DMs to create their own narratives in that world? Thoughts and ideas are appreciated! Thanks!

I believe most (campaign setting) sourcebooks have an adventure to show off the material inside, but I wouldn’t have it as a requirement per se.
To be fair, my plan was just to build a setting with literally hundreds of towns/cities/settlements with short descriptions of protentional short adventures. I'm trying to create a gameplay style similar to GTA or Red Dead Redemption series' where players have the choice to explore the world and find side quests or follow along a singular narrative.
