Yeah, having this be an hourly change seems like a pain, especially for something with no mechanical benefit. I'd rather have it just change automatically at the end of a long rest, and then give the cloak a number of charges the user can spend to reroll the design change as an action. That way you can still potentially find some use for it, like maybe vanishing into a crowd, but by giving it a limited number of uses the user still can't just sit there re-rolling for 10 minutes to get exactly the combo they want.

It's based off a cloak of many fashions, but with randomness like the wand of wonder, hence the name.
It's appropriate for a common, and would be fun for some players. However I personally would find it tedious to roll 4 dice every hour of ingame time.
