I'm trying to create a homebrew Item that does the following:
While holding the Mercer Staff, you gain +1 to attack rolls for ranged and melee spell attacks. Additionally, once per long rest, you may cast a spell both on your Action and again on your Bonus Action during the same turn as long as one of those spells deals single target direct damage (offensive spell) and neither spell does area damage. Either spell can be enhanced with metamagic. Once equipped, this staff cannot be dropped for 18 sec (3 rounds)
The way my DM is ruling this is that all my cantrips (e.g. firebolt) have a +1 to attack when I roll. I can't figure out how to make this item reflective of that boost.
Melee/Ranged do not function currently, but since you wish to raise both, then Spell Attack would raise both without issues. Just add the desired number to 'fixed value'
As for the spells, either remember it, or if it's specific spells, add them to the staff. I believe you can change the action/bonus action cast when customizing the spell. (Make it based off Cha if for sorcerer)

Hello,

Any advice is greatly appreciated!
Thanks!

Spell Attack Roll for the attack bonus.
