Nice idea for my favourite fuzzy blue elf. I think the level 17 Shadow Adept is quite underpowered for a capstone. I would suggest to use it as a secondary level 3 ribbon and put something like Word of Recall at 17.

I think Word of Recall is perfect as a 17th level capstone with no verbal, somatic, or material components once per long rest. I will be removing the current feature as the player could always grab the skulker feat if they want. Thanks!

Nightcrawler is a skilled fencer, so the use of blades is not out of character. Plus this lets him have maximum teleportation with the Shadow Monk. I made him a Tiefling for obvious reasons and gave him expertise in Stealth, Acrobatics, Perception, and Performance. The two synergize quite well, and you can even flavor your thrown blades as teleporting, attacking, then teleporting back.

Nightcrawler is one of those characters that has done so many things, he was a pilot, a fencer, and a monk. Also, at one point he did possess the Soulsword and Pixie's Soul Dagger so I like the way your build makes use of those elements as it relates to Nightcrawler's history.
I thought about going shadow monk, but the dim light requirement kind of made me want to make my own build, but if I were to build using the PHB your build would be the direction I would go, maybe I may grab a couple of levels of fighter, but yeah I like it.

I do like the idea of the Nightcrawler being able to teleport more often, I will add back the bonus as well as reaction for 6th level, but I still want to keep acrobatics expertise and bonus action reach attack with the tail. Would that be too much?

hmmm I like both Scatter and word of recall. I just went with Word of Recall as I see it thematically the Nightcrawler is growing his powers in range, and Scatter is 30 feet, where as word of Recall, if I am reading it correctly is to a chosen location like a temple, which implies a much longer range.
The hide is something that the monk does not get as a bonus action, even in the playtest 8 that was released so that may be something to think about.
I think darkvision is not necessary, I imagine most people picking Tiefling as a race who have darkvision. Maybe use custom origins with the new Tasha's optional rules to fit the Monk.
Actually, I really like the idea being able to teleport after an attack, maybe keep the 3rd level reaction feature, but for the 6th level add in bonus action misty step after flurry of blows is done.
