So. I need to know two things. One. How would I play a character who uses his and other peoples bones as weapons. Second. What race and class would rambley the raccoon be?
Fey or Great Old One focused. The character is an A.I. with a specific motivation to get you to do what it needs, but also protect the main character. It grants gifts and acts in a way that has a quirky otherworldly nature like a fey or some sort of oddity from another realm.
Very Warlock-y vibes, but also fights in a Mario-esque video game by jumping on enemies heads, so maybe a harengon with a racoon skin for a race. Being an A.I. could lead you to thinking about an artificer as well, but that might be a little too Rocket Racoon if you lean too far into the weapons aspect.

IMHO, Earthdawn is still the best fantasy realm, Shadowrun is the best Sci-Fi realm, and Dark Sun is the best D&D realm.

That ranger sounds like a good idea and I’ll just use the raccoon race from the hublewood book. How about the bone guy?
I would give him a Tool: bonesmith/blacksmith and ensure that my DM knows that is a concept point for my character. I have a Conquest Paladin that fights with a stone giant femur.
Edit: To illustrate the femur converted into a weapon. Our group battled the giant and my character extracted it using the survival skill. I got it out clean then spent some time cleaning and bleaching it. I paid a leather worker to shape a handle and had a specialist blacksmith infuse the porous bone with adamantium. I use it as an adamantine maul, but just a normal maul before the addition of the adamantine. You could fashion a bone sword/club/dagger/et.. without any problem. Flavor is always free.
The original Volo's Guide to Monsters version of the Lizardfolk race had a feature that let them make weapons out of bones; it was called "Cunning Artisan". Honestly it wasn't all that good and having it as a racial feature was pretty cringe, but if you might be able to convince a DM to let you take it as a feat. VGtM is no longer available for purchase, but I'm sure you can find the text of the feature out there somewhere in the wild blue internet.
Cunning Artisan: As part of a short rest, you can harvest bone and hide from a slain beast, construct, dragon, monstrosity, or plant creature of size Small or larger to create one of the following items: a shield, a club, a javelin, or 1d4 darts or blowgun needles. My idea was something closer to that one dude in Naruto. Kimimaro. Using them as swords or projectiles. Also I relised. I don’t really like ranger. I’m not really a stealth person. And I hate warlock. Any other class ideas for rambley?
Javelins and darts are projectiles; a shortsword is mechanically very similar to a javelin, it just has the Finesse property instead of Thrown and is a martial weapon instead of simple. If you can convince a DM to let you take Cunning Artisan as a feat, you can probably convince them to let you make a shortsword with it.

Sorry but what are Rambley's abilities??? The wiki just says he's a friendly AI that helps run an amusement park. He wouldn't have any player class levels, he's a harmless NPC. He probably has a decent charisma and proficiency in Persuasion and Deception but beyond that he could be anything or nothing. For species I'd go with Warforged or autognome b/c Rambley's not a real raccoon, its a robot.
Likewise any character that uses weapon can use weapons made from bones you just need to get DM permission to reflavour your weapons as bones, alternatively the Club and Greatclub are explicitly made from any kind of material you want so you can absolutely use a greatclub made from the femur of a horse or any character can use them as improvised weapons - without DM permission you can't use bones for anything other than bludgeoning damage because that's not realistic. I have no idea how you have a character use their own bones as weapons without them cutting off their own leg.
Trying to put the dnd into the raccoon not the raccoon into the dnd. Unlike most characters he dosnt have many powers. Except he can supposedly see through cameras and maybe screens. And he is self aware I think. If the credit song that plays after chapter one means anything

Well cameras and screens don't exist in D&D so you can make him whatever class you want to play.
A normal raccoon that climbs on rooves and sneaks around eating garbage would probably be a Rogue.

The closest to that would be Beast Barbarian I think, just rename the abilities to be bone-related rather than werewolf-y. But in general D&D is fantasy not anime, so lots of anime things don't have equivalents.
