The spell is Addiction (I think 5e seriously lack evil spells). It's bad enough that I don't have the rules for drugs and I'm having to write them inside the spell's text (which makes no sense). But also I don't know how to organise the spell's Higher Level scaling. I thought I was supposed to add modifiers and they apply them depending on the spell scaling (it scales according to spell slot). I don't even know how to do that, I was trying though. At the spells higher levels, the drug the target is forced to use cause conditions (stacking exhaustion). It's hard to explain, but I don't see how to write this spell properly.
Besides, the effects of the drugs were supposed to be ability damage, not disadvantages to Dexterity or Exhaustion...
What are you trying to do with the spell? None of your post describes what you are trying to do, so here is a basic rundown of how you can make a spell with the homebrew section.
When you are creating the spell, you need to designate the under the "Modifiers" section. If I want the spell to deal 3d6 bludgeoning damage, that's where I put that.
Now, let's say it's a 2nd level spell, and for higher spell slots I want it to add 1d6 per slot level above 2nd. Under "Basic Information" there is a drop down menu for "Higher Level Scaling Type." Here is where you would select the "Spell Scale" option.
Then, under the "At Higher Levels" section, you will add a modifier there that adds the bonus to the base level of the spell. Since this spell example is adding 1d6 damage, I choose the modifier to scale, use "1" as the scale value, and add the die type and number of die added.
For spells that do more, you will need to add other modifiers and at higher level scaling so that it works correctly. Hopefully that helps in putting the spell together!

I tried to do this with the duration of one: "lasts 3 rounds + 1 round for every caster level beyond first to a maximum of 10 rounds". How would I write that? Because you're editing it there's no way for anyone else to see it, unfortunately. As far as durations go, there's no way to adjust that as part of the builder as it's not a modifier for a spell. What you'll have to do is simply have it in the text of the spell, and whoever uses it will have to note the extended duration.

There's a modifier for extended duration at higher levels. I just added it myself to a homebrew spell. The only problem is that there seems to be a bug in the character sheet where it interprets that selection to be the same as the "special" modifier and just shows "Special:" with no information.
