So I have an idea of adding ancient magic spells, which unlike normal magic is significantly harder to cast so it requires both an action and a bonus action, and it takes 2 spell slots instead of one.
But one of the spells I need help figuring out is basically Polymorph but instead of Beasts it turn you into a Dragon of equal or lower level or challenge rating.
The thing with Polymorph is that the strongest beast is only CR 9, but the strongest dragon is CR 23. I'm also considering things like increasing the casting time and decreasing the duration to nerf it a bit, but I still have no idea about Spell Level.
For above 9th level Spells I make them Rituals, no not like with the Ritual Tag. I mean takes a lot of effort, time, specialized magic circles, ingredients, multiple spellcasters and such. I don't really do Spell Slots for that kind of thing. Technically the True Polymorph Spell can allow a player character to be up to a 20 CR Monster (as long as they are 20th level characters), they can turn into an Ancient White Dragon with that spell already. Sure not all Dragons, but I don't think you need a special "ancient spell" for it.
I know it's weaker than true Polymorph and shapechange, but I'm wondering how much weaker, the fact that it's an ancient spell and thus consumes two spell slots is more for story reasons than for balance.
Well 9th level total might be fine, or it might work with 2 4th or 5th level Slots, maybe even 3 3rd level Slots. Ultimately what you do is up to you, but the point wasn't that it's weaker than True Polymorph, it was that it is basically the same spell. I probably don't understand what's going on because I'm not the one making this campaign, but yeah multiple 4th or 5th seems right for what I understand.
