I just started doing homebrew and I just want some other more "experienced" people to give me a bit of feedback I have 3 things so far, a weapon and 2 spells
Anyway, I'd just like some feedback since I'm still pretty new at this, the one thing I really fear is balancing since I think that I'm pretty bad at making stuff balanced
Storm Blood seems a bit OP. There are similar spells at level 4 that give some sort of protection as well as a damage buff of some sort. However, those spells only grant resistance, not total avoidance. They also only grant resistance to a certain type of damage - fire, cold, radiant, BPS.
The area effect for Black Star is huge so it can really blotch out a large section of the battlefield. It's damage is low though so seems OK.

I only changed a few things in Storm-Blood. I didn't quite alter it for the goal of balancing (it may still be OP for 4th level), but to make the wording and function of the various effects more in line with similar effects in other abilities and spells. I was trying to capture what I believe your intent was and have it better reflect how those effects tend to be carried out within RAW. Not saying it is perfectly in line with WotC format cause a lot of it was off the top of my head, but it's a little bit closer.
You breathe thunder and move like lightning, a storm rushing through your veins as electricity arcs off of your body and weapons while pushing your body to its limits.
Your movement speed increases by 10 ft. Whenever a creature moves within 5ft of you or starts their turn adjacent to you, they take 1d4 lightning damage. Whenever you hit with a melee weapon your attack deals an additional 1d8 lightning damage.
Additionally, whenever an enemy hits you with an attack, you can use a reaction to cause that attack to miss. You may then move 5 feet without provoking an opportunity attack.
At Higher Levels: When you cast this spell using a spell slot of 5th level or higher, your speed increases by 10 ft., the damage to adjacent creatures increases by 1d4 and the extra damage when you hit with a melee attack increases by 1d8 for each slot level above 4th.
