I'm looking to flesh out some feats that will be used originally by hobgoblins and their minions but then be available to PCs afterwards.
This is the core idea:
If you use your multi or extra attack to fire at multiple targets, with some sort of mechanical degradation (disadvantage, no proficiency...something like that), you can use your action to suppress a number of opponents 15’ or more away from you equal to the number of attacks you have per action. Until any of them cause damage to you in a turn prior to their attempt, they each have disadvantage on attack rolls against your allies, and you gain a number of attacks of opportunity equal to your (proficiency bonus, number of attacks per action...something) against any suppressed enemy that attempts to move without at least 3/4 cover throughout their movement.
But this is useless to a level 1 variant human. It is easy enough to use this as a thing monsters can do. But even then, I want it written out better. Poke holes, ask questions, offer ideas for rewording/revision/recision/intellivision.

First off, I do not think it is important for the feat to be useful for a level 1 variant human, because it is something that can be learned later on. Not every feat has to be useful for low level players, in my opinion.
Here is my suggestion for a rewrite
You can use your action to suppress a number of enemies equal to the number of attacks you have per action. Suppressed enemies must be at least 15 ft. or further away from you and cannot be beyond the normal range of your weapon. Each suppressed enemy has disadvantage on attack rolls against your allies and you gain a number of attacks of opportunity equal to your number of attacks per action against any suppressed enemy that attempts to move without at least 3/4 cover throughout their movement. Any enemy that hits you while they are suppressed is no longer suppressed by you and can continue to act normally.
This feels like a variation/combination of holding your action and attacks of opportunity. I really enjoy what you have come up, it just needs to be refined a little bit more. Please let me know what you think about my suggestions!

I'll take that into consideration, but it misses the flavor I'm going for. I think I'll take the best ideas I've gotten (this one included) and run them in the exact same encounter with a few randomized results per turn.

Even if it is for a first level character, you are essentially giving them the option to make a ranged attack of opportunity, which is pretty powerful. Especially at first level.
What flavor are you going for? I was only trying to reword what you had written to make it more readable, understandable, and consistent.

That's the thing, though. Most people experienced in combat won't give themselves up to an attack of opportunity. It actually ends up wasting ammo.
If played intelligently:
PC uses feat on bad guys.
DM has bad guys hunker down.
PC uses feat.
Hunker.
Feat.
Down.
Feat.
Hunker.
Feat...out of ammo. At least, eventually out of ammo.
Otherwise, it would be:
Feat
Hit, hit, hit (with three PCs with a ranged attack).
Closing distance.
Feat
Hit, hit, hit
Closing distance.
Feat
hit, hit, hit
Finally attacking.
That's a terrible way to assault an ambush.
