This is just a reworked existing cantrip to fit the flavor of dunamancy. On the flavor standpoint let me know what you guys think.
Call of the Grave
60 foot range
You create a cloud of grey dunamis energy around creature within range. Make a ranged spell attack against the target. On a hit, the creature is touched by the moment of its death, it takes 1d8 necrotic damage, and its speed is reduced by 10 feet until the start of your next turn.
It was more the idea that it reaches forward in time to the point to the creatures eventual death, that was the flavor, the movement penalty was just icing.
"Dunamancy" isn't a school, but a descriptor. All of the official dunamancy spells are distributed among the original spell schools. So it's totally fine to have it be of the necromancy school and the dunamancy descriptor. In the CR campaign world, many spells could be recast as part of the general dunamancy subset. I mean Time Stop is a prime candidate.
This is a reflavoring of Ray of Frost, so I don't really see any problems.
I think your spell is fine as it is and love the flavour. You could change it from a spell attack to a wisdom save to make its bit different from ray of frost, but that's your choice.

That's more of a necromancy. Be careful of the duanmancy, as just because it does something with movement doesn't mean it should be duanmancy.
