I am thinking of making a spell that sets up a one mile radius zone of wild magic where every spell cast inside it must roll on the wild magic surge table. It would have an extremely expensive material component and probably last one day, with re-casting it every day for a year causing permanence. Is 7th level a good slot level or should it be higher? Also, any feedback on how to balance it better would be great.

you create a 100 ft. Radius sphere of wild magic. Anyone who casts a cantrip or leveled spell in this area has a cumulative 5% chance per level of spell cast of triggering a wild magic surge. If a surge is triggered, the creature that triggered the surge must roll on the wild magic surge table and have their surge chances set back to 5%.
casting this spell every day for a year on the same area makes the effect permanent.
should the component be consumed? Also, are the chances too small to surge?

If you reduce the distance, then reduce it down to level 5. Base it off of druid grove. The wild area wouldn't be as powerful as a druid grove, so a level 4 or five spell seems good. Level 4 if it has 100ft, or 150ft if it is a level 5 spell. Or just make it level 4 spell, 100ft area, and every level of the spell slot above 4 makes it 50ft more.

I don’t feel good on the components still. I can’t think of a good and expensive material component or decide wether or not it should be consumed. Any ideas?

All right, and I guess that if I say that blood has a GP cost ie. blood donors or something, then it won’t be hand waved away either, which is a good thing I think. Plus, I am mostly intending for evil NPCs to cast this, so it fits and is in character to.
the main reason I wanted to make this spell was so I could explain why the predominantly magic-using party suddenly ended up in a wild magic zone without just saying NPC magic and don’t worry about it. Also, this way. They may be able to cast this themselves if they steal enemy spell books.
I don't see an issue with the spell, but I don't see why anybody would take it. I could see the effect being produced by a magic item or eldritch machine (see Eberron).
That would work to. The only person I could see taking it would be possibly the wild magic sorcerer because it would be thematic, but personally I like the idea. It just is not the most optimized. Thanks for all your help, I like how it turned out!

I'd say 8th level, and reduce the radius to less than 100 feet.
