On the surface world, maps are 2 dimensional, because no one is going to build a kingdom on top of another kingdom. But in the underdark, you could live in giant stalactites or simply in a cave upbove/below another. How would the drow and duergar ever determine borders without harsh conflict. And what about wizards trying to learn about the tunnels carved by Torog in his attempts to escape his underground prison? One cannot simply make a paper map displaying the underdark, how would you make an underdark map?
