Setting: "The fog is never ending throughout the streets of Clockwork London. Whether the thick curtains of morning fog, the ceiling fog of the afternoon or the creeping dark fog illuminated by the gas lamps of nighttime. It was a chilling fog which would creep in through the windows and under the doors as if to get in from the cold dark night. There was never sunlight in Clockwork London. And the stars were thought to be a myth in fairytales and children’s stories.
The cobblestone streets were always busy with traffic. There were a thousand click-clacks of hundreds of clockwork horses pulling buggies and carriages, wagons, and carts. The horses were masterworks of clockwork technology, full of steaming pistons and rotating gears, the fluid motion in their mechanical joints and the strength in their bulging metal fiber muscles.
It was the fog which kept everyone in fear. The great stone walls of the city could not keep out the fog. The city of London itself had many abandoned buildings and uninhabitable ruins in which many creatures lurk in the shadows. Ghosts, the walking dead, vampires, were-creatures of every kind and many more horrible monsters never recorded.
It was not a city without hope; it was not a city without heroes. Scotland Yard did its best to keep the streets safe, but they were a spark in an overwhelming ocean of darkness and dread. It was too easy not to act, to bolt your shutters and live in fear. It was a conscious choice to hold the torch against the darkness. It was a choice to risk your own life to make a change. If a change could be made."
