1. If you don't include Monks among Expert class set, what do you put them in?
You pretty much know they will not make them strong enough to be classed as warriors.
Are you going to give them spell Slots (some subclasses will get divine and others will get arcane) Then we can manage ki like sorcerer spell points? We still won't have enough but it's better than the current system.
2. I have to disagree. If you were building a team and you had space for one more martial character and you had to choose between a Monk (an alleged warrior class that works on WISDOM) and a Paladin (that works more for a CAUSE than a God- if I understand the Oath system, and has more hitpoints and armor, and better stats because they only have to worry about 2)... Even on a heist mission, you would take the Paladin so they could Talk through an encounter or serve as a durable distraction.
3. I admit I pulled the spell slots Idea out of my anal data bank- although I feel the spell point version of spells would be better than VANCE-IAN spell slot system (see DMG pgs 288-289). Really, I was venting that they start working on Classes and they don't start with the class that CLEARLY needs the most re-work. They did do Ranger, which makes sense because 85% of the subclasses were subpar.

As the paladin and ranger have spells the monk should have special attacks. I would see it more as a list of martial arts techniques to choose from like spells though, and each technique has its own price in ki. In this verse I see it a bit like in the 4e system, where each class had its own special techniques to choose from. Another example would be battle master maneuvers, but separated into level and ki point consumption.

That was intentional!
